8,875 disclosed transactions from 126 filers. 4,558 of them arrived inside bulk portfolio filings that report hundreds of positions on a single date, so the rankings below count only the 4,317 individually disclosed transactions. A high count reflects how an account is managed and reported. It is not a performance measure and nothing here implies one.

The STOCK Act allows up to 45 days to report a transaction. Among the 3,414 individually disclosed transactions with a valid, non-negative disclosure lag, the median gap between the trade and its public disclosure was 24 days, and 299 transactions, about 8.8%, were disclosed past the 45-day deadline. No tracker can surface a congressional trade before it is disclosed, which is why disclosure speed and trade speed are different things.
